2) Open your graphics program-o-choice
3) Press CTRL + V
4) Save image as a JPEG
02: Upload the screen cap to your image server.

So what the instructions are saying is that you upload the picture file to an image server. As it happens, you can now upload them directly to LiveJournal (if you have a paid account) or use something like Yahoo Photos instead.
LJ has a decent interface for uploading -- go to the LJ command bar and choose "Journal" and then "Pictures", and then choose "Manage" from the tab inside that screen. The first set of boxes you see in the resulting screen will let you upload.
Then you open the picture you've uploaded, copy the URL and paste it in here:

Aha. The last time I checked in the FAQ and tried to figure out how to upload pictures, I understood their instructions to mean I needed some place away from LJ but still out of the Web to store the pictures first. But that was at the end of our trip out West last summer. I guess I need to get curious and read FAQ stuff again.
